He was expected to miss multiple weeks. Hooker fractured his forearm after 12 defensive snaps in the season opener against the New York Giants.
Locke started against Washington, playing 31 defensive snaps before tearing the plantar fascia in his foot.
Overshown, who had seven tackles before leaving the opener with a hamstring strain, will miss his second consecutive game.
