Cowboys head coach Brian Schottenheimer noted that while Howell had a slight edge, Milton has made notable improvements, stating, "If you would just take the training camp competition, it's probably neck and neck, and Sam maybe a little bit ahead."
The Cowboys must decide whether to retain two or three quarterbacks on their 53-man roster, a choice that could impact depth at other positions. Howell's fully guaranteed contract of $2.5 million means the team would incur that cost even if he is cut.
