Council member Mike Browning runs for regional seat on Texas Municipal League board against Grandview incumbent

Cities in TML Region 8, which takes in Denton, Tarrant and eight other counties, are casting one vote each, and the Denton and Little Elm councils take up their ballots Tuesday.

An Aubrey City Council member is one of two candidates for the Region 8 seat on the Texas Municipal League's board of directors, and city councils across the region have started voting.

Mike Browning, listed on the official ballot as a council member from Aubrey, is running against Mary Sarver, mayor pro tem of Grandview, who holds the seat now. The Denton City Council and Little Elm Town Council both have the election on their agendas for Tuesday, Oct. 13.

How the vote works

The league, which provides legal, legislative and training services to Texas cities, divides the state into 15 regions, each with a seat on its board. Even-numbered regions elect directors in even-numbered years. Region 8 covers Denton, Wise, Cooke, Palo Pinto, Parker, Tarrant, Erath, Hood, Johnson and Somervell counties, according to a Denton staff report.

Each member city gets one vote, and it must be cast by a majority of the city's governing body. Signed ballots must reach the league by 5 p.m. Nov. 5. The two-year term starts Nov. 13, when the league's annual conference adjourns, and runs to November 2028. Aubrey has posted notices that a quorum of its council may attend that conference Nov. 11 to 13.

Neither Denton nor Little Elm staff recommended a candidate. Denton's draft resolution leaves the name blank, and Little Elm staff asked their council for direction.

The candidates

Browning's ballot biography says he has more than 25 years of executive experience in manufacturing, technology and entrepreneurship and is founder and CEO of Symbios Additive LLC.

It says he works on transportation issues including improvements to US 377 and farm-to-market roads and long-range planning for the Outer Loop, is pursuing the league's certified municipal official designation, and lists regional cooperation, responsible growth and keeping decisions local among his priorities.

Sarver has served on the Grandview City Council since June 2022, according to her biography. She was Region 8 vice president in 2025 and is region president and a league board member this year.

She also chaired the National League of Cities' Small Cities Council for 2025-26, sits on that group's board through 2027, and has served on Grandview's Type A economic development board and on a North Central Texas Council of Governments economic development board.
