The City Council on Thursday, Oct. 22, gets the final say on Covey Creek, a single-family subdivision planned for about 237 acres east of Coffey Road and south of FM 428, and it will also be asked to create a public improvement district to pay for the neighborhood's streets, utilities and parks.
The Planning and Zoning Commission voted 6-0 on Oct. 8 to recommend both the comprehensive plan change and the planned development zoning, according to staff reports in the council packet. City staff recommend approval of every Covey Creek item.
Four votes in a row
The items must be taken in order, the staff report says: annexation first, then the plan amendment, then zoning, then the improvement district.
The owners, MM Covey Creek 165, LLC and MMM 2025 Family, LP, filed a voluntary annexation petition under a development agreement recorded Aug. 14, which required them to seek annexation within 30 days of closing. The land now sits in the city's extraterritorial jurisdiction next to the city limits.
The plan change would move the property from the Rural Life category, meant for fewer than four homes an acre, to Residential (Medium Density), which allows four to eight. The zoning would permit up to 1,100 lots, a gross density of about 4.6 homes per acre.
Lots would be at least 4,600 square feet, with a mix of 40-foot and 50-foot widths, and homes of at least 1,200 square feet on the narrower lots and 1,400 on the wider ones, the ordinance says.
Mustang Special Utility District would supply water and sewer, and the eastern floodplain would stay natural and count toward open space, according to staff.
