A 53-acre project that would bring up to 630 apartments, an event center and a new public park to Aubrey's western edge goes before the Planning and Zoning Commission on Thursday, Oct. 8.
The commission meets at 6 p.m. at the City Council Chambers, 226 Countryside Drive. Its recommendations go to the City Council, which is scheduled to take up annexation and zoning for the property on Oct. 22.
Knuckles Road
The land sits west of FM 2931 at Knuckles Road and is now in the city's extraterritorial jurisdiction, so it has no city zoning. The owner is seeking a planned development district that would adopt the plan from a development agreement the council approved in December 2025.
According to the city staff report:
- Apartments: 21 three-story buildings with 30 units each on about 38 acres, a density of 16.5 units per acre, plus a 2-acre amenity pond and four play areas.
- Commercial: on the 15.5 acres fronting FM 2931, a 31,350-square-foot event center, a restaurant of about 10,400 square feet, three two-story office and retail buildings totaling 51,000 square feet, and a 10,000-square-foot day care.
- Park: at least 1.75 acres deeded to the city, with a pavilion and restrooms, a stage of at least 960 square feet and three play structures. It must be finished by the 10th apartment building permit or the event center's certificate of occupancy.
Staff recommend approval on two conditions: that the property is annexed first, and that the concept plan is revised to dedicate a full 60 feet of right of way for Knuckles Road, as the agreement requires. Driveways onto FM 2931 will need TxDOT coordination for median openings and turn lanes. As of the report, the city had received no letters for or against.
