Street and lot layouts for two of Aubrey's newest subdivisions, together holding more than 1,200 homesites, are on the Planning & Zoning Commission's agenda for Thursday, Nov. 12.
The commission meets at 6 p.m. in the council chambers at 226 Countryside Drive. Both requests are preliminary plats, the step that sets the general pattern of streets and lots before builders can file final plats, and the commission's vote is a recommendation to the City Council. City staff recommend approval of both, with conditions.
Covey Creek
The larger plat covers about 236.8 acres south of FM 428 and east of Coffey Road. It shows 1,086 residential lots, 28 lots owned by a homeowners association for open space, landscape buffers and drainage, and about 51.1 acres set aside for streets.
According to the staff report from Senior Planner Muzaib Riaz, the homesites are split almost evenly between 40-by-115-foot lots (49%) and 50-by-115-foot lots (51%), with a 4,600-square-foot minimum. The subdivision would be built in three phases under a development agreement and a planned development ordinance the city has already adopted, and a mandatory homeowners association would be created.
The plat dedicates right of way for Redfearn Road (100 feet wide) and Coffey Road (50 feet), which would connect the neighborhood to FM 1385. Parkland would be dedicated at a rate of 1 acre for every 50 lots. Mustang Special Utility District would supply water and sewer service, and CoServ would provide electricity and gas.
Staff listed four conditions, including removing an extraterritorial jurisdiction label from the drawing, confirming the lot counts and acreage, showing maintenance easements for an HOA-maintained ornamental metal fence, and correcting a note on which improvements the city will maintain. The staff report says the homeowners association, not the city, would maintain the open-space lots, private drainage and a retention pond.
When the commission reviewed the Covey Creek land-use change and zoning on Oct. 8, no residents spoke at either public hearing and both items passed 6-0, according to the minutes in the packet.
